Launched on the initiative of the Ministry of State Education, Higher Education and Research (Head of Higher Education), Project PERSEE has a threefold mission:
  • preserve and develop this inheritance,
  • to take part in the radiation of research in French language by the diffusion of a vast corpus of articles integrated in the international scientific offer,
  • The widened diffusion of this rich scientific inheritance will allow a better valorization of French research, in a logic of public and free access.

Project PERSEE meets a clearly voiced demand with a short-term plan of action that has the following aims:
  • from October 2003 to December 2004: to establish an integrated production and distribution platform for back collections of journals (from the digitisation of full-text articles to their online distribution) and to use this tool to process an initial corpus of intentionally restricted journals (seven emblematic high-quality journals of French research in the social and human sciences, or 410,000 pages),
  • From January 2005: to take on and incorporate new journals with the intention of progressively covering all disciplines in the social and human sciences,
The website went live on 21 January 2005, inaugurating the second phase of the project scheduled for 2005 to 2007, the aim of which is to incorporate additional journals and develop new features.

The partners are:
  • the consortium consisting of the University Lumiére Lyon 2, the Maison de l'Orient et de la Méditerranée - Jean Pouilloux (Institute of the East and the Mediterranean - Jean Pouilloux) and the University of Nice-Sophia Antipolis, in collaboration with the Ecole Normale Supérieure de Lyon;
  • the National Computer Centre for Higher Education (CINES, Centre informatique national de l'enseignement supérieur);
  • the Ministry of State Education, Higher Education and Research (Head of Higher Education in conjunction with the Head of Research and Head of Technology);
  • the ERUDIT consortium, in charge, among other things, of the online distribution of Canadian academic journals in the social and human sciences.
