          <description>An institutional repository (IR) is a publicly accessible archive where the work published by authors affiliated with the university is available online. According to the Directory of Open Access Repositories (OpenDOAR), there are over 1,700 repositories around the world. While English predominates, 56 languages are represented including Portuguese. Soon to be counted is the first repository from Mozambique, which achieved its public launch in November 2009.</description>

This can have significant consequences for libraries in developing and transition countries which have limited funds to purchase copyright-protected materials.

Through the programme “Advocacy for Access to Knowledge: copyright and libraries”, known as EIFL-IP, we advocate for fair and balanced copyright laws that support libraries in their mission to provide access to knowledge.</description>

          <description>The Republic of Albania lies in South Eastern Europe in a region known as the Western Balkans. Independent since 1912, Albania was occupied during the Second World War, followed by more than forty years of communist rule. The transition from a closed, centrally-planned state to an open market economy since the establishment of a multiparty democracy in the 1990s has proved to be challenging. In 1997, the collapse of the so-called “pyramid schemes” in which many Albanians lost their life savings, threw the country into crisis.</description>
