The Consortium of Uganda University Libraries (CUUL), formed in 2001, currently has 24 members which include: public and private university libraries; research institute libraries; government parastatal bodies and other special libraries. |

| EIFL supported 11 national and institutional OA advocacy campaigns to reach out to research communities: 5 in Africa (Botswana, Ghana, Malawi, Sudan, Zimbabwe) and 6 in Europe (Estonia, Latvia, Lithuania, Poland, Slovenia, Ukraine). Among them 7 are national campaigns (Botswana, Estonia, Ghana, Lithuania, Poland, Slovenia, Ukraine) and 4 – institutional (Latvia, Malawi, Sudan, Zimbabwe). |

On March 21-25, 2011, Central Library, National University of Laos (NUOL), hosted a workshop Open Access and Digital Libraries using DSpace Software organised by Laos Library and Information Consortium (LALIC), NUOL and EIFL and funded by UNESCO and EIFL. |
| EIFL supported OA publishing initiatives in Lithuania and Serbia: implementing Open Journal System, a project of the Association of Lithuanian Serials and Lithuanian Research Libraries Consortium; and Exploring article processing charges model, a project of the Centre for Evaluation in Education and Science, National Library in cooperation with the Ministry of Science, universities and journals. |

| The EIFL-FOSS March Themed Week focused on CUFTS/GODOT -- a FOSS tool that helps end-users to easily discover and access e-resources and librarians to effectively manage their e-resource collections. |

EIFL-PLIP announces call for concept papers from public libraries in countries with emerging and developing economies. The deadline is 30th June 2011. Twenty small grants of up to $15000 [USD] each will be awarded at the end of October 2011 for work to be done during the following 12 months. |

Lithuania's Prime Minister Andrius Kubilius learned more about the educational computer game, Iššūkis (The Challenge) during his visit to the Utena A. and M. Miskiniai Public Library. The game was developed with EIFL-PLIP support and is part of the library's Play to Study project, which aims to encourage reluctant children to go back to school. |
