Dakar IFLA pre-conference

Hi, everyone.

I just attended the IFLA pre-conference meeting in Dakar, entitled  
Managing technologies and library automated systems in developing  
countries: open source VS commercial options. Open source won without  
a fight.

I'm writing a report of the event right now, including summaries of  
all the presentations, and I'll send it out soon.
