[eifloa] DRIVER project and wiki

Dear Iryna,

Thanks for sharing this. In fact we did harvest using DRIVER assistance IRs
that are in eIFL countries. We got some interesting results. Leo Waaijers is
coming to eIFL Advisory Board meeting which will take place this weekend and
will make a presentation and analysis.

We will share with you the findings. This will be very interesting as this
exercise showed which IRs are harvestable and which ones are not and help us
to define what assistance we can provide.
